What is the ideal time of the year to have mulch or topsoil delivered?

Mulch and topsoil can be useful throughout much of the year, but delivery tends to be most convenient in the spring through early fall. This timing allows you to spread mulch or soil as soon as gardens and planting beds are ready, build up beds or refresh landscaping before plants start heavy growth, and avoid frozen ground, which makes spreading and working materials harder. That said, delivery can still be arranged outside those months if conditions on your property allow it. Planning ahead and checking weather and ground conditions helps ensure that mulch or topsoil arrives when you’re ready to use it.  

Would it be better to use topsoil or mulch in my garden?    

Topsoil and mulch serve different roles in a garden. If you’re preparing ground for planting or fixing low spots, topsoil is the material to start with. If you’re protecting and maintaining existing plantings, mulch is the better choice. In many projects, both are used together, with topsoil to build the bed, then mulch on top to protect it.
